If helps to have a separate drive for preview files, audio files, cache files, image files, etc, and use a separate drive for video source files only, don’t store any files on external drives that will be used in the project. -

Royalty free files usually have to be licenced by the owner for a fee, royalty free doesn’t mean free for use by anyone, the files belong to someone, even if they are on a site like that, they are someones demos, they use mpeg4 as they basically unuseable for most video purposes.

The .pic extension for PC Paint/Pictor is supported but there could be a problem as this extension is used by a number of image generation applications to mean widely different things, best thing would be to try to open the images in another program like Photoshop or a viewer/converter app and convert them to a more friendly format, or if you generated the images with a program of your own resave it in another format like a bmp or tif.

If you are going to try to use DRM on a web distribution you will have to licence the appropriate technology from the licence holder, not cheap for a small user, try watermarks instead.
If you are going to make a DVD with DRM you can only get copy protection if you are making a master for commercial reproduction on a mastering burner. -
How long is the project? how is the audio treated? The length of the project and how the audio was treated will determine the best quality you can get with a particular size disk single or double layer, As far a brands go I like to use “Taiyo Yuden” -r printables.

Are you sure the vendor sold you the footage doesn’t have other file formats? If they only sell mpeg4 they must not do too much business in stock footage. -

The versions of Elements worked with Mpegs because of compatibility with consumer DVD type camcorders, the newer Version 2 of Premiere works with Mpegs alot better

There aren’t very many choices for AGP, Radeons aren’t bad, there are also some Nvidia 6800 & 7800 AGP cards available also. -

You may have a overlay problem, have you updated the drivers for the card?Have you checked the Audio settings in Preferences in the EDIT Menu?

Premiere 6.x doesn’t like Mpegs period, convert them to DV AVI to edit there are plenty of mpeg to AVI apps floating around, just don’t use the ones that think AVI is DVIX, you will take a resolution hit, you could try a copy of Premiere Elements, it works with Mpegs better.
