You can get rotation data from the built in tracker. Make sure you select it when setting up your track. You’ll have to track two different points. Good luck.

You can apply the “Fill” effect to the layers. And on the “color” apply your wiggle expression. I just tried it, and it works.

To make the arrowhead, I changed the particle size. To adjust the head, look at the keyframes for the size of the particle.

If you use a light as your emitter, you can simply draw a path using the mask tool, and copy and paste the mask’s path data into the lights position property.

If it’s not too late, I made an arrow using Particular. It’s not the prettiest thing, but could save you from having to buy a plugin.
