HDV is not an option. The camera is SD (standard definition).
The only settings you need is to set the capture to DV (not HDV).
your movie is 4:3, you set up a DV PAL or NTSC standard project. PAL is Europe.
When you have edited your movie you go up to File/Export/Send to Encore.
Leave everything default.

Actually Premiere does have motion blur.
Use the Transform effect: turn off Use Composition’s Shutter Angle and Set Shutter Angle to 180.

Download https://mediainfo-mac.en.softonic.com/mac# and check the Framerate Mode.
It will say: VARIABLE.
You need to change that to CONSTANT.I did not say change it from 30 fps to 60 fps.
