Media cache wont help.
You need the orininal footage and project.
If you had everything stored in Documents which is default on the C drive then most likely eveything is gone.
Where did you store your backup.

There is no upscaling involved in using proxies.
When it comes to the final export Premiere will use the original files.

Make sure the stills are the same size in height and width as the sequence.
Premiere tends to choke on large stills.

You do not install a cuda driver for a gtx card on a pc.
If you are having trouble sometimes its worth to roll back the regular driver.

Reading on the other forum: it all boils down you not having sufficient hardware to do the job. (no MPE hardware).
You are stuck with long export times.

Of course it will take a long time: you are downscaling twice. First from 4K to 1920 and then to SD size.
Post screenshot of export settings and what are your computer specs.
If using Encore it performs best when having video and audio separate.

If you are making video for Youtube use the H.264 format with one of the Youtube presets.

Match sequence settings means you are using the preview codec on export. This preview codec is of low quality.

Your example show you are edting 1280×720 29.97 and exporting to 720×480 which is standard definition with a different aspect ratio (hence the black bars)

What is the final destination of your project: youtube, dvd, computer or ……….
