Move the clip to the desired track
Hold down the mouse and press ctrl+shift
now move the audio.
This is for 2018

For previous versions just hold down shift.

Background option is for the entire screen.
You make a separete rectangular to go under the text.
Open All Panels
There you will find the Legacy title tools.
