Cannot reproduce your issue but,
a way to get around this is,
duplicate clip and superimpose,
mask top clip from opacity, then add the blur.

You can only color clips not tracks.

Keep them 50p and just drop them in the timeline.

In the Preferences/Media there is an option for Timecode.

Go into your CC app.
Scroll down to Premiere.
twirl down the arrow next to Open.
Select Other Versions.
