If you use open captions it will create a box which adjusts automaticly to the text.

Make sure you copy entire card to hdd and then ingest via Media Browser.
To set up matching sequence either drag clip to New Item icon or in empty timeline.

No point in going higher with the bitrate then the original.
You need to do some trial and error.
If your bitrate is too high playback might fail.

Download Mediainfo and check the framerate and framerate mode.
Then you know if can interprete the footage or need to convert.

Premiere 2015 cannot handle variable framerate footage.
Need to convert with Handbrake to constant frame rate first.
