The first thing i noticed you are still running on Premiere 4.0.
Update to 4.2
I am running MBL on W7 and CS4.2 just fine. -
Premiere captures in .mpeg.
If you want .m2t you will have to use a tool like HDV Split.
But .mpeg is just as good. -
If you do scene detection on a fresh capture it will take an hour.
Scene detection on a excisting file will be much faster. -
As you have already captured the tape, download HDV split and let this little free apps cut up your long footage into clips (scene detect).
In the Bridge you can view these clips and decide which ones you want to keep and which ones you want to delete from your HDD.
Keep the original until you finished the project, just in case .Dan: there is no scene detection possible while capturing HDV.
Neither is there a preview. -
Run the avi through GSpot and tell us the frame size and codec.
What are your project settings? -
Correction: audio effects.
Best is to use Soundbooth or Audition. -
You could start with the manual which explains in detail how to use the grain and noise effect.

Pro 2 was not designed for Vista, stick to XP or upgrade to CS4.
This is probably not what you want to hear but that is how it is.
I had Pro 2 on Vista with many issues, even certain footage not show up at all. No fun to work with. -
Bringing a 4:3 project into a 16:9 project will give you qualityloss.
