Its better to downsize your footage instead of uprezzing.
What is your final output going to be?
Perhaps Boris did not do a that good job, make sure is is an editable format, something Premiere likes.

Try Always Deinterlace in the Field Options for that particular clip.

Encode straight to mpeg2-dvd or let Encore do the encoding and burning.

If the audio is ac3 you need to copy the ad2ac3dec.dll file from Encore and paste it in the root of Premiere.

Try using another than C: drive.
Video-editing requires at least two seperate drives.

Under Window/Workspace you will find Color Correction. Try that.
Or set up your own workspace.

Go to the General tab in the New Sequence window and set Editing Mode to Desktop.
Now you can make any preset you want.

Deinstall the effect and see if PP still crashes, then you will know if its the effect or something else.
