The track is set to Show Track Keyframe, set it back to Show Clip Keyframes.
Hover with your mouse over the track header and click on Show Keyframes. It the little ‘diamond’.

If its H.264 in a mov wrapper CS4 can’t handle them properly.
This was fixed in CS5.

Hold the ALT (which will select only the video or the audio portion of the clip )and use the Rolling Edit Tool (N), see if that helps.

Copy the timecode from the clip in the timeline to the clip you opened via Reveal in Project.

You cannot export to mpeg2 in 3200×1800. 1920 is as far as it goes.
Besides from that you can set any bitrate you want and square pixels.
