Dont use preview files with hdv footage unless its for a quick revue.
HDV timeline preview files use a preview codec which is of lesser quality.
In the export settings choose: mpeg2-match source high bitrate.

Are you sure you can export with the free CF codec.
Dont you need Cineform Studio Premium or simular for that.
I can export but I think that is because I have Neoscene installed.

You are going from Pal to NTSC.
Stick to PAL DV widescreen.
That will give you 720×576 with a par of 1.4.

It has always been like that.
However you can link back to the original file (rightclick on file in timeline) and make changes in Ps or Ai.
If you want to keep the vector based option.
Do your animating or whatever in AE.

Premiere CC has a new feature.
In the left top corner in the timeline there is a new button:
Insert or overwrite sequences as nests or as individual clips.

Your sequence settings depend of the final destination.
1. BluRay setup with HD sequence. The DV footage can either be scaled up with the help of Red Giants HD instant or
You can leave the DV footage as it is if its ‘bad’ quality (no scaling) and put the same clip behind and scale that up (or stretch) and give it a blur. Some like this method, some dont.
2. dvd with dv sequence: far out the easiest one. Scale the HD footage down to fit.
