You’re right. That tip only works with clip markers. What a twit!
You could export your project as XML, then go into the XML using a text editor and delete the bits that define markers:

If they are sequence markers, you can delete them in the browser.
Select your sequence in the browser, click the reveal triangle to show a list of markers in the sequence. You can then click and shift-click to select multiple markers and delete them with the Delete key.

Using some free plugins, I’ve added more controls to many of the standard transitions including Cross Dissolve:

As well as changing the shape of the curve using a couple of bezier points, you can also set the transition to start a specific percentage in. Using your example you would set the transition to be 40 frames long (centred on the edit), and set the Start % to 25. This starts the transition 25% of the frames in (10 frames in) – it will continue to 100% of the frames (20 frames after the edit point).

These effects are only available if Motion is installed on your system.
That’s why the FCP manual refers you to the Motion manual to understand how they work.

I had this problem on 6.0.6, not surprised as it is H.264 encoded.
I put the clip on a 422 timeline, exported and reimported and all was well.
