Make sure that the option “Do not quantize to frames for audio-only edits” is checked (Options > Preferences > Editing). Alternatively, turn off Quantize to Frames option (Options menu)

DX presets and plugin chains are stored in the Registry, OFX presets on the hard drive.

I think it upscales much better than downscales.
There are also 3d-party plugins for SVP available, such as BorisFX UprezVegasaur – automation plugins and tools for Sony Vegas Pro
