I would edit in 16×9 and then take the 16×9 sequence and move it into a 4×3 sequence. this will give you letterbox, with a much faster, or RT output to tape. And you will have the 16×9 if you need to go to dvd.

Under sequence settings: video processing: high-precision yuv.
No the io can only use 10bit or less. You can use the BM 10bit if you need to move between the mac and pc, or a mac without the apple 10bit.
