I figure it out!!! I had to put the output precessing in the DEcklink Systme preference to no!!! But for some reason when I put the output processing to 720p to 1080i and the videoplayback in FCP to Blackamagic 720p 59.9hz 8 bit I get some studering in Audio and no video!!! does this is normal? also when I put the HD to SD Anamorphic 16:9 in the System preferences I got Some weird doble image and image distortion!! Does this is related to the Vicio LCD or is a Multibridge problem?

Thanks fot the response!!! I am not using it a convertor mode. I am using it as a Capture, Playback. The noise is like a clicking sound!! and is in sync with the red blinking light!!! and I can not hear any fan noise. It just blink whether is connected to the computer or alone without any cables plug in to it!!! Can I use another power supply to verify if it is damage?
