I would post your speccy info on your systemm, and “media info”(the application) on your camera media you are trying to edit. This would help us help you better.
I would try directly converting footage to xdcam.MXF or xdcam.mp4 and see if that plays back smoother for you.

Like someone stated before, the C100 is the same size as a motion picture camera. The Full frame crap is still camera size. Get a series of prime lenses, that fit the C100, that are 18mm,25,35,50,65,85,135 T2. I worked a bunch of 35mm shows on Panavision and Arri BL-535, and 35-85 are the most common shots generally around a T4-8 for sharpness. You can shoot WFO-2.8, but with the camera moving you risk a lot of soft shots, which you see often in films and TV. The director/editor will always choose the performance of a soft shot.
With the C100, shoot ISO 850, c-log, keep the shutter close to 48th, 24fps, use NDs/pola to control T-stop, and lens choice of 35-85mm. Meticulously control lens flare or “hit.”
APS-C = 35mm original Motion Picture size
Super35 = pushing of the gate size to fill the negative and not leave room for optical sound tracks. I think also it had to do with wide aspect ratios and saving film.Super speed set which you can rent, but you will need the right mount.

D3200 is not a bad camera. You might look into seeing if there is a hack firmware on Nikonhacker to up the bitrate. If there is a bitrate upgrade, you will need a faster card like PNY elite, or San Disk Extreme Pro or Plus to maintain the write speed. Depending on the stock firmware, the hack can keep the camera fully manual in Live View mode, and keep it from auto gaining the sensor to a very noisy state.
If you can afford to rent the Nikon N series lenes, get a prime set like 24,35,50,85,135. The N series has a major sharpness upgrade over normal DX lens.
You can Ebay Nikon F3 prime lens sets of the same 24,35,50,85,135. These are older generation lenses that are on par in sharpness with the N series, but totally manual. Normally the F3 lenes were F1.8 to 2, so they have a large amount of light gathering ability, however, I would stay in the 2.8-4 range for sharpness. The focus rings have a large rotation radius, and have room for puller marking tape to set marks. You can get a pulling clamp that will allow for easier AC work.
Lighting your exterior with LED panels or light ballons will help to minimize the compression noise in your blacks. Even if you over light your night shots, you can generally control contrast after the fact and bring shots down for richer blacks. Having a couple balloons allows you to vary the distance of each balloon to easily control contrast. Then use light panels for backlights, or backlight with a strong balloon close in, and another front lighting but set back fill in the shadow to meet stop.
Use LED panels to side-backlight objects and trees in the background, and create a light dark light pattern. The balloons will fall off pretty fast, so you generally need to light your background.
Get a incident light meter to make setting your stop easier.
With the D3200, if you cannot get an decent image at ISO400-640 at 2.8, you need more light

The thing to understand about the Video Guys specs are, companies like this have best profit margins based on deals with suppliers or manufacturers. They will always push what they have the best deals on. The system specs they are publishing look best geared for Premier and Avid, and not Vegas. Substituting the 290x/390x in place would be your best bet for Vegas.
Also get the system blank with no OS loaded, and load this yourself, to make sure they are not using an image preloaded with NVidia, and backing out to install your AMD option. The fact that the VideoGuys think NVidia is a best case solution for Vegas is sort of not good in my opinion. This is just lumping all video editing systems into the same boat for marketing reasons.
Something else to consider is you may not need the most expensive z97 board. The H97 and h87 series boards are the same performance with less additional hardware soldered on board. Less hardware you might not use, means less licensing and reduced cost. If your editing configuration is 32GB RAM, i7-4790, and a single 290x/390x, you will not need additional 8x PCIe slots, or gamer oriented feature of the Z97. The memory specs and processor specs are the same.
X99 w/5960 is something to consider for the following reasons:
DDR4 has built in CRC, and 2x the memory bandwidth.
X99 has multiple memory channel configuration over previous generation, more like Xeon.
Gen5-i7 has enough PCIe lanes to fully support two x16PCIe3.0 GPUs, or Single GPU and one x8PCIe3.0 SDD.
X99 has full support of 10 SATA3 ports, and enough left over lanes to support an Intel X540T1 (10Gbs NIC) at 500MB/s.
Note – DMI2.0 i7 to x99 connector only supports 2GB/s(20Bb/s) total, the 10 SATA ports +10Gbs NIC is an oversubscription. Skylake chipsets are suppose to include DMI3.0 connector at 8GB/s)This would be this videoguy’s configuration on an X99 – 5960 as of post date.

Vegas is limited to 4096×4096 and most cinema grade cameras operate beyond this. Vegas needs a engine upgrade to compete with new tech. Will they upgrade the engine of an old app, or make the new app look that much better with high resolutions. The new catalyst series is using a different interface UI, and a ground up engine. My guess Vegas could be end of life, and when Catalyst reaches about 4.0, Sony will market people over to simplify support. But the full featured NLE under the Catalyst brand has not been released yet, or Edit 4.0 will acquire the features that do not yet exist in the current release.

It’s true Ken Burns is pretty old school, but he did just release the “The Dust Bowl” in 2012. I guess that still makes him somewhat current.

Probably a couple different ways of doing this.
Assuming that the 1st image is 1280×720, and you are setting your project settings to 720p.
In the Pan crop settings > Source > There are settings for aspect and stretch to fill. Do this setting change on the 480p video pan and crop settings.
I would try this 1st and see if that is what you are asking for.

Captioning in Vegas is not that hard. I am not sure if Quicktime supports CC embedded into the video file. you may need to provide a side text file along with the video file.
Broadcast codecs like XDCAM have the CC embedded into the file.
Files like AVC require a side text file for the CC.
CC marking is as easy as selecting where you want the CC, and hitting C. Then select the CC format you want, and type the caption. You can then embed the CC with XDCAM, or export the CC as a file. Make sure to turn on the overlay in the Preview Monitor for the CC version you are editing.

The video format is pretty low end, and looks like a YouTube download. I would make sure to use the “Match Media” tool in the project settings. You could also make your project settings Custom, with 640Wx360H, 30 FPS (not 29.97), Progressive field order, Pixel aspect ratio 1.0. Then see if your video plays back better.
Your current project setting is reshaping the video in to a different video format altogether.
The laptop or desktop you have is well below the Vegas recommendation.
