  What is the best way to reduce the strobing / steppy effect when panning still images from left to right at 23.98 fps?

  I just finished a trailer in which still images are slowly moving from left to right at a constant rate of speed. It looks fine in 29.97 fps, but when in 23.98 fps it seems steppy. I tried putting a motion blur on it at 180 and also 360 degree shutter angles, but this looses the sharpness of the image and I’m still not sure if it’s making the strobyness go away. Does a motion blur truelly help? Can anyone give me any prooven advice from there own cinematic experience? What is the typical professional way to lessen this effect? Should I just rework the whole thing so that the images move even slower than they are now?
  In addition to the steppiness there is also a studder effect every second or two. Is this due to the 23.98 frame rate dropping a frame every so often? Would 24 fps fix this or am I just seeing things?
