Get some fresah comments from the subject, or do without … how hard can it be? If the info in the original interview is that crucial, put it in the mouth of a narrator: “In a December 2004 interview, [Name] told Detroit television station WWWW that he had testified…”

However, you can always ask … if the client says “no” then at least you asked (who knows? They might say “yes”). That assumes that you’re not making your licensing idea a condition of the initial agreement, in which case you’d be in much more danger of blowing the deal altogether.
The need-a-lawyer question … forgive me for being a bit snarky, but if you have to ask, then you probably do. The best time to work out an idea for such an arrangement is early, before finalizing the agreement. That way, you can make your proposal (regarding licensing) more attractive to the client by offering a discount or other incentive.

When you find out that your horse is a runner, you run it. There will be plenty of other instances when you get only what you count on, or less.
The issue of ownership and your right to further license this production should be set forth clearly in whatever contract you have with your original client.

Of course, many cases of this may be cases of “I’ll do it until they find me and make Youtube take it down.”
EXCEPT that I’ve seen explanations by increasingly popular groups like Pomplamoose (look them up on Youtube – gosh, she’s cute!) that do great videos of their renditions of popular songs (past and present) do it legally. They pay online for an instant “mechanical license” for the type of use they intend from Harry Fox Agency and pay the appropriate royalties as the online sales roll in. In this case, iTunes downloads would be covered by the license they choose, and royalties also would be paid.
It is my understanding that the use you describe, as a theme, would certainly need a license, and that such license would be a more complex matter than I just described.

I understand it’s pretty simple these days – I know videomakers who just go online to the Harry Fox Agency https://www.harryfox.com/index.jsp and click for the appropriate license. That assumes, of course, that you understand what license you need in your case.

Take Bruce’s comment a step farther:
Don’t see every $1000 they pay you as $1000 of salary – the actual value will be diminished by almost half when you take into consideration the benefits they are NOT giving you.
Of course, contractors and freelancers and anyone self-employed will need to make the same calculation – usually a company with employees, receiving money from a contract, has figured this out already – but an individual whose attention is focused on actually getting paid for his skills (at last) can drift along in denial quite a while (oh, say, usually until about April 15) before the realization hits. Not always, but often.
Hope the job still makes economic sense after such a calculation.
