[Jeff Herring] “Is there a way to tell which photos on the hard drive have been used and which ones are left unused? If I try and drag in all of the photos AE will just import them all creating duplicates. I just want to import the 150 that haven’t been used. “
Drag them all in and let Ae create duplicate entries in the project panel, then use “File > Dependencies > Consolidate All Footage” to automatically remove the duplicates.

The hash sign before the layer name indicates the layer is a guide layer. It will show up in the comp viewer, but it will not render or appear when precomposed in other comps.

For Rotation specifically, you can use the – and + keys on the numeric keypad to nudge the rotation (the same way the arrow keys nudge position).
To get a dialog box where you can directly enter a rotation value, press Ctrl+Shift+R (Windows) or Cmd+Shift+R (macOS).

What you’re asking for is a relatively simple script for an experienced developer. For someone just getting started with scripting, though there’s a lot to understand: Javascript and the After Effects object model, building and interacting with a GUI, text manipulation, how to locate items in the project panel, how to add them to compositions, plus all the considerations you’d have to make for error correction if the user does something you don’t expect.
I’d suggest you spend a little time learning how scripting in Ae works in general before attacking this specific problem. Here are a couple of good resources to get you started:

That is an old file! AE v5.5 was released in 2002.
If it helps any, the last version of Ae that could open a file from v5.5 is Ae CS4 (which itself is now quite old).
