You could do a few things. First make sure that no other apps are running at XP start-up.
Go start > run and type MSCONFIG. Under the start-up tab uncheck EVERYTHING, reboot, and try burning out of Premiere again.
If that fails, you could try changing the burn settings to: ISO. If the error doesn’t come up, you can download a tiny program called ISO recorder. https://isorecorder.alexfeinman.com/v2.htm
It allows you to drag the ISO file (DVD image) directly to your DVD burner.
If all fails. You can either try an uninstall, or you could use the Adobe Media encoder export (No titles or menus), choose Mpeg2-DVD, and use your DVD software to burn, or you could use this: https://www.brothersoft.com/dvd_video/misc_multimedia/video_dvd_maker_free_43531.html

Well to maintain to same quality is always relative. Some will notice DV compression, yet most people won’t.
An option that will reduce the file size somewhat, yet keep it to lossless format comparable to AVI uncompressed is the Quicktime animation setting at 100% quality. But as you already found out, true uncompressed SD video, which you’ll probably want if you want to reuse the file for further edits or composition, will cost you an average 1GB/minute + on average.

Well the two first one, you’ ll have to go to AE. You can get some kind of a shimmer using the radial fast blur effect, or do a search for shimmer in the AE archives; the Trapcode shine plugin still makes it easier but you’ll have to buy it.
The second is a very basic AE effect, using masks obviously.
For the third one, you could create an arrow on a transparent background with say, Photoshop, export as PSD and include alpha channel (Transparent background), and import in Premiere, play with scale and rotation to your liking.

So is your final project going to PAL ?
When you select the file in the project manager and click properties, what do you get?
That choppiness could be a wrong field order issue as well, or a 24p file, or even a 24pa file no being interpreted correctly.
Do you have any more info on the source of the footage ?
Another thing to try, and I think it was in PP1.5, is to right click on the clip in the timeline and choose reverse field dominance, and see if you get improvements.

Well that begs the question, why disconnect it 😉
Indeed, Premiere uses the firewire at all times to preview video through the deck as well if you use a monitor, so disconnecting in while Premiere is running at all is asking for problems. You may want to check if that is happening if you disable the DV out in Premiere Preferences.
