I have figured it out, thank you all for your help. However, the quality is now projecting a shadowed effect on my video now. I have no idea what this is can anyone explain?

Right I did all of that, disabled resample, and I even looked in previous posts related about this and I recall you mentioning a Deinterlacing plugin program in which I installed and successfully got running. Despite all of this I still notice the interlace in my renders. Is it possible that the magnitude of the quality render is affecting the interlace? For example, Would rendering in a higher quality such as 1080p affect this? regardless, whatever quality format I render in, I notice this problem as a constant. Any other tips?
