Ive seen the movie 10 times or so. Its very well done.
There is no plugin that I know that will on its own do the effect you are referring to. Its a combination or speeding up the images and quick random cuts. This is the result of a very talented editor knowing his tools and craft.
If you closely analyze a clip Im sure you can figure out how to imitate it.

Be sure you are deleting only the contents of the Media Cache Database folder. Mine is usually in the same place, but there are reasons why you might have it in two places. Just confirm the title of the folder is correct before deleting the contents.And be sure PrP is closed.

Find out where your Media cache files arestored on your computer Close Premiere. Delete the files in the Media Cache folder. Then start up Premiere.

Good to know about nesting. I wasnt aware this was an issue for some folks. I only use it when prepping for multicam.

A USB 2 drive doesnt cut it for HD footage. Problem 1.
Adobe and Vegas are different pieces of software with different ways of dealing with media. I know nothing about Vegas.
Premiere relies on the Mercury Playback Engine for its performance. This allows it to play most media natively. It means your computer needs a certain degree of CPU power, memory, GPU power and fast input/Output (ie media raid drives) in order to do its thing.
If you find its not working for you, maybe your workflow is more suited to Vegas.

As a test, if you select an h.264 clip, then Create Sequence from Clip, then add more h.264 clips to the sequence, does it play back without dropping frames?
PAY NO ATTENTION TO THE COLORED BANDS ABOVE THE TIMELINE.
Does the sequence play without dropping frames?
Now try the same test with the .mov files , then get back to me.
