could someone tell me if there’s a plugin for AE to make people move like the ghosts of 13 Ghosts movie or a tutorial to do something like that

Ive seen the movie 10 times or so. Its very well done.
There is no plugin that I know that will on its own do the effect you are referring to. Its a combination or speeding up the images and quick random cuts. This is the result of a very talented editor knowing his tools and craft.
If you closely analyze a clip Im sure you can figure out how to imitate it.
