    When you go to export/adobe media encoder, there are two tabs at the top left above the preview window. Click the output tab. Up in the top left there is a deinterlace option.

    MAKE SURE DEINTERLACE IS UNCHECKED!

    It was checked by default for me and that problem has wasted too many hours of my life.
