Shape layers are vector layers, so the order is 1) transformations, 2) masks, 3) effects.

When you import a Premiere Pro project into After Effects, After Effects tries to convert as much as possible, but not everything comes across with high fidelity. Under the hood, the feature to import a Premiere Pro project uses the same conversions as when you copy and paste from Premiere Pro to After Effects.
There are tables here that show what is converted and what isn’t. If you used a keying effect in Premiere Pro, the problem may be that the same effect doesn’t exist in After Effects. (You should probably just be doing your keying in After Effects, anyway. But I’m an After Effects guy, so of course I’m going to say that.)
There are many ways to transfer things from After Effects to Premiere Pro, and vice versa, and importing a Premiere Pro project isn’t always (or often) the best one for the job. Have you tried Dynamic Link?

I’m sorry, but you’re still not providing enough detail to solve your problem. What do you mean by “is not there”?
Did you search for the animation preset by typing its name in the Effects & Presets panel? Did you try to apply the animation preset using the Animation > Apply Animation Preset command and were unable to navigate from there to where you thought you installed the animation preset? What, exactly, is the path to the folder in which you put the animation preset?
Screenshots help. Detailed descriptions about exactly what you are doing help.

Do you have From Current Time selected in the Preview panel? That overrides the work area for RAM previews.

I think that Filip is on to something here.
Setting a rotation value to 1000*time means that you’re rotating by a blazing speed of nearly 3 whole revolutions (1080 degrees) each second.
The motion that you’re seeing (no matter what motion you’re seeing) is certainly an artifact of the temporal sampling of this wicked-fast stream of “lights”.
I think that you’ll get much more sensible results if you set rotation to some much smaller multiple of time. Then you won’t be playing a guessing game or doing some complex math involving modulus operators.
