Roland is correct for old versions of After Effects. The Cycore (CC) effects are now installed by default, but for After Effects CS4 they were a separate installation.

I’ve verified a fix in an internal build, and we intend to have an update out with this fix (and several others) in about a month.

Just because we don’t give feedback for all bugs that come in doesn’t mean that you’re wasting your time. We only respond when we need more details, etc.
I can say with utmost certainty that someone reads every bug report that comes in for the Adobe video applications. I can say that because it’s a rotating role that I’ve done recently for After Effects, and I know (and trust) the folks doing it now.
We put much more urgency behind fixing bugs that are reported through the public bug form than ones that we find internally because we figure that bugs that y’all are encountering are the most important to deal with.

If you are trying to recrreate a low-resolution look, you can just set the resolution to a lower amount in the render settings.
