Use the intermediate result from Keylight. Use the Key Cleaner effect in After Effects after that. The easiest way to do this is to use the animation preset in After Effects that applies both of these effects in sequence with the parameters set up correctly.

How about using matte/mask to isolate the area for the Pixel Motion Blur effect so that it’s not affecting your original footage background?

You can create a composition with a low frame rate and drop the footage in there.

Or you can use the Posterize Time effect.
