My issue turned out to be caused by the Nvidia video card. The card limits the dynamic range of the desktop for some reason yet not in premiere pro. In the Nvidia control panel, under “Adjust video color settings,” you can choose the advanced tab under “How do you make color adjustments,” to change the dynamic range from limited to full.

I’m currently having this same problem and am trying to find a fix. Found threads that have solutions for FCXP but not Adobe. I’m kind of surprised at how difficult it is to find useful information on this known bug in the H.264 codec. I tried a utility called Quicktime Gamma Stripper https://www.thedvshow.com/vault/detail.php?id=QT%20Gamma%20Stripper that’s supposed to strip the gamma tag from the H.264 file to prevent the player codec from altering the gamma but the program errors when I try to use it. Does anyone know of a fix for this infuriating issue.
