I often adjust speeds and almost always get that message. What I do is drag the clip to the uppermost unused track (lowermost if audio) and use the keyboard shortcuts for “lock all audio clips” and “lock all video clips”. Then unlock only the track containing the clip and you should be able to execute a speed change.
