You could try downloading the Twixtor demo. Then slow down the clip to 50%, precomp it, slow it down to 50% again, and so on .. you’d have to do that 4-5 times to get it to eight minutes. You might have to render it each time — I don’t know if your system could handle the precomping.
If you like it, buy Twixtor.
I suggest the stepped 50% approach to give Twixtor something to work with, since going from :20 to 8:00 would be too much.

You could click on the footage items in the Project window and tell us what shows up next to the thumbnail at the top of the window.
For audio, WAV or AIFF is good. Others are bad.
For video, many codecs are good, many are bad. For example, DivX, MPEG-2 and HDV are bad.So, what do you see?

Tell us about the codec of your source footage and the type of source audio.

Umm … I seem to recall that Motion-JPEG isn’t an AVI codec. Your contact probably means MPEG-1 or MPEG-2, neither of which is Motion-JPEG. Try compressing to MPEG-1.

Try dropping that into a 720×486, D1 widescreen preset comp and rendering that.

Which version is your Quicktime? Have you upgraded to the latest version?

Did you interpret the imported sequence as 25fps and not the default 30?

I’m not aware of any fixes to file size or audio (yecch), but to work around the aspect ratio, you need to drag your comp into another one (4×3) and squeeze its width to 75%. It should look too narrow, but it will look fine (though pillarboxed) in Clip Notes. Try it.

“Customer is not keen”? It’s none of his/her business how you make the piece. Divide the thing up into separate comps, render them out, then string the renders together in Premiere, and deliver that.
As long as the deliverable is up to spec, you’ve fulfilled the contract. As I wrote, the rest is none of their business.
