If you capture video that has only one channel of audio, you can either fill the other side, or when you map the audio to mono, just uncheck the one you don’t want. ou will then have one mono linked to the video instead of two.

I am afraid that what you said does not make much sense to me. You have a still at 640X480 and you size it to fit into the frame. The you export to DV AVI and you do not like the output. Why? What is wrong with it?
Where did the small picture come from? Is it resized down from something?

Did you disconnect your camera? Change the playback settings to play the audio on the audio hardware and not the DV hardware.

No. Not at all.
Once you capture your clips, select them all at one time in the project pane and tell Premiere Pro to treat the stereo as two mono clips, both linked to the same video clip.
That is not unlinking them, it merely is an extra step to tell Premiere Pro how you want to handle your clips.
One suggestion I have for you is to change the default Sequence settings you use. Change to a stereo master, but with all mono tracks. That way there will be room for your mono tracks in tracks 1 and two instead of all the way at the bottom of the default stereo tracks.

The question is really “How much will it degrade?” isn’t it?
Use Adobe Audition. It has a noise removal feature that lets you decide just how much to remove.

I suggest you try burning a short AVI to MPEG2. If that works try writing to a DVD-RW. If that works, export your entire sequence to a DV AVI and then transcode that.
Post your error messages here. Maybe someone will recognize them.

Rubberbands have always been there, global changes to clips has always been there in one form or another, and it is up to you to determine if the feature list looks good to you.

The 2-Pop in the Adobe leader is a handy beep. Blurring the finger is a matter of putting a copy of the clip on top of the original, blur it or use an effect to mosaic the image, then use a track matte or a garbage matte to use just the part of the blurred image that you need.
