It looks like an aspect ratio problem. It is hard to say. Which version of Premiere are you using?

Email to prembugs@adobe.com gets results as well, I believe. But you are usually better off reporting through https://www.adobe.com/misc/bugreport.html because it provides guidance for a format.

Are you exporting to DV AVI? The same quality that is on the MiniDV tape? Or did you pick some other, lesser quality, codec when you exported?
There may be things about your video that look better in MPEG than in DV AVI. Some text really shows the difference in codecs. I usually export to MPEG2-DVD and not to AVI. It saves one generation of transcoding.

This is the third time I have heard about this in the last two days. Twice via email and now this.
Please tell us where you got the program. Was it a download? In a box? Part of the Production Studio? The Video Bundle? Did you have an earlier version? If so, is it still installed?

Dynamic Link only comes with the Production Studio or Video Bundle, not with the individual products.
It allows a unique and time saving interface between Premiere Pro and After Effects, as well as After Effects and Encore. Basically. clips can be used from After Effects in the other programs without exporting from After Effects first.

You may very well be crazy, but there is no batch export from Premiere Pro.
It is not a matter of believing you. It is a matter of not having it. Yet? Perhaps they will get around to it next time.

If you want to use QT, you either need twice the file size for the same quality, or get Sorenson Squeeze and use it to transcode your AVI to Quicktime.

You could copy a still with easy ease in and out on the keyframes, and paste it’s attributes to the others. Then just change the value of the keyframes each time.
