If you are capturing, then capture. Don’t do anything else. Some PCs can do it, and others can’t. Yours can’t. So don’t do anything else while capturing.

I know where to fins tutorials on creating your own, and I know where to get a bunch of textures, and there are a lot of inexpensive maps available, but not a large collection of free ones anywhere.

No sweat. Just switch from Windows Media Audio 9.1 Professional to Windows Media Audio 9.1. Then select a mono setting. The Professional codec does not support mono. The regular one does. And even that one stops creating mono at 48kbps and 44KHz.

I think Mike nailed it.
A data rate of over 7000, if you were able to maintain that, should have been a pretty decent quality. I know that the time required to encode will skyroket, but if you do it overnight, run the quality to as high as it will go.
I wonder if the DVD authoring tool you are using may be recompressing? If that is the case, you may be better off encoding to DV AVI instead of MPEG2-DVD and then just let the authoring tool do the work of transcoding.

What is the recommendation you are following? If you are encoding more than one hour, the quality problem may be unavoidable.

Assuming that you are already at 25 frames per second, reducing it to 24 is useless unless you are going out to film. Second, lighting and camera moves are a large part of it, as is creating a greater depth of field. Third, try moving the camera farther away and zoom in. That puts the background out of focus.
Fifth? Try some of the Magic Bullet effects if you feel the need to add film grain and emulate the people who shoot with film.
Just remember this one thing, if nothing else.
To make it look like film, shoot with film.

That is not true in Premiere Pro 2.0 unless you do what you said to do in step 4. I highly suggest that people use the scale parameter in the Motion effect instead. That allows you to go from 40% back up to 100% with no artifacting at all. If you use “scale to frame size” then the image is rasterized at that size and can not be up scaled back to 100% of the original because the new image is already at 100%. Never use “scale to frame size”. It is a mistake. Adobe fouled up. The quality of the smaller image is not as good as an image scaled to the same size using Motion.

The way I do it is to put the HDV in a SD project and scale it down. That gives me the option to pan and scan to get the best parts of the larger frame in to the smaller frame. Then I export to DV-AVI from there.
It is possible to export to DV AVI directly from the timeline.
