Nevermind I figured out a way. Once you get the text made and put it on a track separately on top of the background you put the fx light rays on the background how you would want it to be animated. After that do the exact same thing for the text and it should be in sync to look like it goes together. I hope this helps someone out there who is trying to find the answer I had to come up with.
One more thing is that if you have the ray position at the middle it looks like the rays are going up
So put it at the top to make it face forward
