IMO…get out of DV…. there is no need to bring your photos down to 4.2.0 colorspace of DV then down again to DVD compression which i believe is 4.1.1 colorspace. this effectively reduces your color to 4.1.0 = dull/color reduced looking dvd’s.

I would render all footage to ProRes 422 as well as your photo montage… and edit in ProRess 422 timeline.
