You could compare what I’ve highlighted with the specifications of the VG900, and then judge for yourself whether you can make it work.
In highly generalized terms, if the 5D is a DSLR, then the VG900 is a camcorder. Neither are cameras suited to the kind of work you have mentioned. But, if you are desperate, you can always make them work. Many do.
If push comes to shove, I’d choose the 5D because I know it already, and it’s tougher with a better lens mount.

Neither. You might be better served with something like the EA50, FS100, FS700 or the C100.

The post workflow is well-documented by Blackmagic, and they have information on their website on how to use Cinema DNG with Resolve to prepare proxies for editing, as well as round-tripping once you’re done.
To be honest, if you aren’t sure what you need, or what you’re going to shoot, I think it’s better if you either buy cheap DSLRs, like the Canon 650D, or rent cameras for testing first. If you don’t know what you want, how do you know you want a BMCC?

The ‘format’ that covers all bases is HDCAM SR, and none of the cameras you listed have codecs that pass broadcast grade (of the networks you mentioned), without the use of an external recorder (F3, EX3 only).
Of these two, the EX3 fails due to small sensor size. The only broadcast capable camera is the F3, with an external recorder. Take a look at the PMW-200. It might be within budget. Also, the Nikon D4/1DX/1DC (if you need DSLRs).
All said and done, broadcasters often ignore their own specifications, but it would be a mistake for an ‘outsider’ to assume it might benefit them somehow. Get your gear ‘cleared’ before you start.

As far as I know, the GPU will not improve R3D decompression. It’s either a Rocket or a high-end dual Xeon.

If you’re willing to spend money, you could spend it on the fitness center for better flooring. You get industry-grade dense mats that go under the treadmills so the energy is dispersed sideways and over a greater area on the floor.
The only thing better than this is a custom layered floor used to support industrial machinery, but that too, must be done in the fitness center, and is probably beyond your control or budget.

The only difference I’d make to Dave’s answer is: Don’t get the Quadro 4000, get the K4000, or a GTX 680.

Heard of the saying: “Never say never”? In any case, if you’re certain you won’t need it, then you won’t need it.
If I were you, I’d dump the Prores files and keep the H.264 originals instead. 🙂
