After you click on the Pan/crop, right click on the video event with the dotted lines around it.
Then click on “Match Output Aspect”. Then I think you’ll be able to resize the event (clip) the way you want it.

Hopefully someone else will reply as I don’t really know if I’m on the right track but here’s one thing I’ve noticed:
If you have an audio file or “ungroup” an event, the audio file will not snap to the video event. So then if you click on that audio event (or clip as some call it) it can end up half way or so between frames.

I’m not sure this is the answer but if you have extra frames it may be Time Format which is located as a dropdown right under your time counter on the left. Drop Frame adds one frame every so often to compensate for the 29.97 frame rate to bring it up to 30 frames.

I’m not sure I’m understanding your question but I don’t think it matters what video formats you put on the timeline. Vegas will render out your video in whatever properties you have set it to and it will look fine and I think you can pretty much upload any format to YouTube, even 4K.
I always use “MainConcept AVC/AAC” with the “Internet HD 1080p” when I upload to YouTube.
Now if you’re going to make a DVD that’s another story. You have to render “MainConcept MPEG-2 ” and the “DVD Architect NTSC Widescreen” and also render “Stereo” in the “Dolby Digital AC-3 Studio”.
From there you have to put it in “Architect” which is another whole story of learning.
Maybe someone else can jump in and answer better than I.

Others I’m sure can give you more and better advice but yes you can put all your video on one time line.
You can color correct all of them on the same timeline as well. If you want to color correct the entire timeline you can do so by using the “Track FX” (the very left window) or color correct an individual event (some people call them clips) on the track itself by using the “Event FX”.
You can mix and match file formats. Just open a new project and set your preferences there. Vegas will take care of the rest.
If you want to make a CD (I’m assuming you mean DVD) then you can use “Vegas Architect” to do that.

I went to another download site and got a different copy of ImgBurn which had no warnings about malware so I installed it and it works great.

I downloaded the file but I get all kinds of warnings about installing it so I’m a bit worried about that and haven’t installed it yet.
Isn’t there a way to burn an ISO file using DVD Architect?

I’d just duplicate the track and then select left track on one and right track on the other and normalize them individually that way.

Yea, that’s what I thought. Really too bad it’s that way as 4k is so nice but really sort of useless unless we can watch it. The only advantage I can see at this point is that I can zoom in on 4k when editing and still keep it HD.
