I have changed the field dominance of my sequence settings as well. I also tried doing the crawl in Photoshop to still the same problem.

I use apple pro res 422 HQ and my clips look great on big screens.

Nicholas, I did what you said but I get a message box saying.
“Aspect ration correction is for preview purposes only. Turn it off for maximum image quality” Also I dont have rectangle as a pixel option only square and other wide screen or anamorphic options. Which should I choose?

my sequence settings are frame size 720 X 480 NTSC DV 3:2
PIXEL RATIO is NTSC CCIR 601 / DV 720 X 480
Field Dominance is LOWER (EVEN)
Even in photoshop it doesnt look clean. What can it be?
