In AE for example, a simple way would be:

One way would be to create a comp that is twice as large and copy the video two times, and offset them so it’s side by side (so make the comp twice as wide). Add some small stills element over that.

In your main comp, create a matte for that section for the rapper and paste the large comp under it, animate that large comp motion from left to right so it finishes as the same video and apply SmoothKit Directional to it. Animate SmoothKit so it starts small (the amount), grows bigger and then reanimates amount to 0.

For the blurry sticks they probably move too fast to be tracked, you might need some creative solution like doing it two times with different settings and using a very soft matte to composite one render over the other.
