I managed to find an acceptable work around. I changed the aspect ratio of the finished mpg to 1.333 and rendered again to 1.4… . That squeezed the picture in and produced balck bands at the side that get cropped.

It seems like it is an overscan thing with the televisions. Thanks for your input
