Do you down covert while going into FCP, or do you down convert after editing using compressor?

I tried all three VGA resolutions and all 3 other resolutions in all combinations. None of them worked and when it worked on a fluke it did not stay. I use the F7 key to bring it up on the screen, from there I would try to make it work.
