Yes easy. You select the sequence and choose relink and in the bottom section specify the resolution to relink to.

Check the conform process with who ever is doing the conform and grade and ideally do a test first.Pat Horridge

Generally we prefer Media Composer because we know it so well and like the backwards project and media support as we have clients and jobs that go back over a decade. And even if we have After Effects elements with AMA linking in MC we can update and change content easily.
But if we have a job that will need a lot of layers composited together and for that to be adjusted and altered as the job goes on then it’s quicker in PPro.
That said I even have FCP=X available here and an editor to drive it and some jobs even suit that. It’s just picking the right tool for the job.
On the Premiere side the main concern is the media management, especially for longer form stuff.
And my personal hate is (much as FCP7 had) having just a project file with all my bins and sequences in it. I’ve seen too many bloated massive project files and even worse the failing to open project file.
AT least with Media Composer you can save and manipulate bins and that can be a job saver…Pat Horridge

I’d rather pull my teeth out with pliers than have to make Premiere and Avid talk to each other…
We have both and use both but we make sure they stay separate. Each job is pitched for the system that suits it best. Jumping between systems is just asking for problems. And as each product evolves workflows that did work break and new workflows become possible. You’ll spend your life finding solutions.Pat Horridge

I’m not sure there isn’t an issue with Tape IDs added to media and Avid AMA linking.

So 23.98 is for NTSC folks who need to get to 29.97 for video post.The additional interlaced frame added isn’t intended for the final output just for the 29.97 stage. the additional frame will be removed to get back to 23.98 and if need be speeded up to 24fps
So you shoot at 24fps for true 24fps offline and in PAL land speed up to 25fps if need be.
or shoot 23.98 2:3 pulldown to 29.97 for NTSC post then back to 23.98 and speed up to 24fps or standards convert the 23.98 to 29.97 (or 59.94i) if you need a true output at that frame rate.

Automatic duck goes on FCP. Use that to send AAF to Avid. But that only brings sequences across.
All your source media needs to be ingested and Avid bins created to continue to cut.
Bring a guide track across as you may well have issues linking the sequence in Avid to the ingested media so you may have to over cut.
Also you need to consider and test the conform and finishing as that will determine how you ingest the footage. AMA linking is normally the best way. But you may then want or need to consolidate or transcode to make Avid managed media.Pat Horridge
