Your source video is full range.
Sony AVC encodes expects studio range levels.
The Vegas preview window only shows correct levels if it is given full range data.
Therefore for your playback to look the same as your video encode you have to do different things to your video footage to get same look for editing and video player playback.
There are many ways to go about this and I’ll suggest one.
Make sure all your source footage is studio levels on the timeline.
If source footage is full range then put a media fx, computer to studio effect on each media file. If your source is already studio, then there is nothing to do.
On your output fx (in the preview window), put a studio to computer effect.
During editing, the levels output effect should be enabled. When you encode (render as), this levels adjustment should be disabled.
Now your preview window and final output in a media player window should match.
If you have more contrast than you like then add a media/track/event effect to reduce your contrast, or whatever you do not like about saturation, brightness, gamma etcetera.
Hope this helps and that I was clear enough.
This whole mess comes about because many new AVC cameras output full range data.
The Vegas preview window does not have a levels adjustment option like the external preview device has. A Sony mistake IMO. -

Sequences will probably never happen. Vegas nests full project files, so that is it’s way to treat a group of things as a unified entity in some other timeline.

I would not call WMV proprietary. It is an open format. Apple could support it if they want. They just do not want to, probably because they do not control it or just historic bad blood. The net effect is the same.
Microsoft does make free WMV plug-ins for Quicktime.
For the web MP4 with AVC video is the best choice. -
It sounds like you have a levels problem. You can check this with the video scopes. Your source video is probably full range but nearly all final encodes want studio range.
It is a complicated mess with Vegas.

I am using the Chrome browser and it just wants to download, versus stream for me. Most likely because it is a WMV file.

Vegas has SO many keyboard shortcuts and keyboard mouse click modifiers we don’t really remember them all or even know they exist.
A tool on the toolbar is in your face and thus hard to miss.

You can safely set slices to 1 for everything. Only Blu-ray level 4.1 requires 4 slices.
Each slice divides the screen into a completely independent piece. As such, more slices can reduce the ability of the encoder to compress a file efficiently.
The reason for slices is to speed up decoding. Each slice is completely independent and so each can be decoded independently. This is why Blu-ray spec’d slices for level 4.1. It is cheaper and easier to implement four simple hardware decoders than one faster more complex decoder. Maybe not so much now, but when Blu-ray was being dreamed up it was more of a concern.
Exactly what software decoders on computers do with slices is unknown to me. Youtube/Vimeo re-encode our uploads without slices.

Vegas has so many keyboard shortcuts, what keys are left for them to use. Probably not anything mnemonic. Those tools certainly cry out for a shortcut.

SCS has to be worried about this a little. They are dependent on Mainconcept for nearly every decoder and encoder in Vegas.
