Depends on the format to be honest- I would suggest research the camera and see of there’s an FCPX specific plugin.

Make sure you have JVC’s latest plugin for the format and you’re ingesting from a full card image and not just dragging raw files into X.

Any idea what created the files in the first place? They’re either corrupt and a lost cause or possibly some very obscure format you might be able to play with the correct plugin.

FCP7 has zero awareness of 4K or Raw as those formats developed into what they are currently long after 7 was laid to rest.
If you are working with that format more than very occasionally you should be in pretty much any NLE other than 7.
