Yes, get Motion for sure but make sure you get training on it or you will be very frustrated. The biggest problem I see with FCPX and Motion users is they don’t get proper training and then blame the software when “it doesn’t work”.
Ripple Training’s Motion tutorials by Mark Spencer are among the best IMHO.

The Adobe program people mention is probably After Effects. I don’t recommend it for a beginner.

Add each layer as a connected clip, do your animation and then compound it if you want or just leave as-is. I have had problems with PSD files in FCPX and don’t use them any more.

FWIW – I stopped using Photoshop files (both layered and flat) in FCPX a long time ago because every time there was an update to FCPX there was an issue. I have switched over to hi-res jpg for full screen files and png for files with transparency and have had no problems since. I retain a working PSD file in the event I need to make any changes. It’s worth a few extra moments to export a jpg or png as opposed to dealing with issues with PSD files.
Just as a test I imported a PSD into a project and it was offset down and to the right by some 500-600 pixels.

UPDATE – For some unknown reason I was missing the PluginManager.framework library. Restored it from my Time Machine backup and all is well.

Don’t change the durations in the browser. Assuming the clips are named in sequence, click the first and shift clip the last.
Place the playhead where you want the group to start in the timeline. Hit the q key to attach to primary. Drag select all clips. Hit Command G to make a secondary storyline then Control D and set them all to the duration you want (you said you want them to default to 36 seconds). If I understand what you are trying to do this should do it. No need to drag anything or change individual clips unless you do not what them all the same length. -
Interesting. I’ve never had a Motion template update in the timeline after it has been modified in Motion.
