i think that is the answer, and it’s actually really simple to do in FCP.

Sequence Menu > Add Tracks.
ad a new Video track below all other tracks, (or before base track.. cant remember the terminology)

ANOTHER APPROACH: select all , lock audio tracks, use Option + Up arrow to move all V clips up 1 track.

open the text generator with Control + X

holding OPTION, drag the duration field from the canvass in to the Text generator
(or copy/ paste the duration)

in the text gen, delete the “Sample Text” text, (no need for a space)
edit to V1

done

you *could* shift drag all your other video clips back down, slicing up the empty text generator,
BUT that will not work if you have any transitions into black
it WILL work if you have all cuts to black

(shift drag will keep your clips in sync)

the only thing i could think of would be to set your sequence to dual mono rather than stereo,
but you say you have done that already.

a clunky workaround would be to nest the A2 clips, then ride levels on the nest,
and jump into it when you need to re-ballance those clips.

perhaps this is a job or Soundtrack Pro?

yes, well you’ll still be doing a lot of rendering.
any time you ad a dissolve, or do a simple motion effect, or some CC.

that frame size DOES NOT fall within the parameters of FCP’s RT engine.

one way of doing what you want (edit that footage with absolutely no scaling, and still get RT playback) is to work in a 190×1080 timeline,
remove any scaling on the 540 clips, and apply scaling to the 1080 clips to reduce them to the appropriate size.
before you export, reduce your sequence frame size,
or better: export, and crop in compressor as you make your H264

it would be simplified by creating motion favourites and assigning them to keyboard shortcuts.

although… do you have 2 master faders in the audio mix tool?
you might be able to work with those.

no, i am suggesting a simpler solution, no trickery in DVDSP required.

create a small move in FCP with a freeze frame at the end. (shift n creates a freeze frame in FCP)
export it,
then that whole movie, looping, is your menu background.
i think that would work.

the trick is that COPY does actually make a COPY, trimming the media from that copy. (not from the original)
if you used USE EXISTING than you would be trimming the original files, and that would leave you high and dry if the same file was used in another project.

only if you had ALL sequences in one project, and media managed them all at once, could you avoid this
but that has it;s own problems,
and really, COPY is much safer as you can check the results and fix any errors (if there are any)

ideally, you would use your 3 drives as a source, and have a 4th drive as a new location.
unless you have a fair amount of spare room on one of the three drives
