Copy ad2ac3dec.dll from Encore’s program folder into Premiere’s program folder. Restart Premiere.

There is only one format allowed for DVD…Mpeg 2 DVD Widescreen (NTSC or PAL)

Could be a corrupt font…do a search here.

Premiere can edit VOB files copied from a (non copyright) DVD…no need for another format.
Ripping from a copy protected DVD will not be discussed in this forum. -
You can paste each clip into its own sequence, export each sequence to AME and batch encode from there.

Start with large resolution images like 2 MP for SD or 6 MP for HD, right click on the images in the timeline and turn off “Scale to frame size” and then animate Scale and Position parameters in Motion effects.
BUT I suspect you want more, like faux 3D which involves Photoshop and After Effects using a “Camera”…very time consuming. -
Do you have a virus scanner running? If so remove it.

To eliminate the firewire card/cable try capturing on another computer. To eliminate the HV40 playback head, try capturing with another camera. If all attempts to capture have the same issues, your camera is suspect.

Edit>Preferences>General… turn on “Default scale to frame size” for future imports. Right click on clips in the timeline to turn on for clips already imported.
