youtube is going to recompress whatever file you upload and ruin the quality in the name of smaller bandwidth.

Do you have a lot of jpeg images?
What is the size (on disk) of your project file (.prproj)? -
Any spyware or virus scan running?

Particle Illusion is not a plug-in but a cool app for creating visual effects. -
I would shoot in HDV, let the camera down-convert to DV, edit and burn.
To edit now in HDV would require 3X the hard drive space…more hard drive and processor speed and probably the Cineform Aspect codec ($500).
To author now would require HD authoring software ($500), HD burner ($800), HD player ($500), HD TV ($1,200).You can later recapture as HDV and create a HDV version.

I just tried building a 1 hour project on a 2.4 Celeron with 512 RAM and it reached a point where just loading the project would crash Premiere and Premiere elements. Moved the project to another PC, 2.8 P4 HT with 1 GB RAM and all went easy. 512 RAM is not enough to do very much with Premiere.
Having only one hard drive also compounds the problems. -
Try using a bitmap…also make sure “Optimized stills” is selected In Project Settings>Video rendering.

Could be a combination of highly compressed footage as your source material and/or limitations of your computer.
Tell us about your source material and your PC. -
Could be “macrovision” protecting the content from piracy. Could be a noisey copy that might be improved running it thru a TBC (time based corrector) on the way to Premiere.

What export Format or file type? Some like DV or Mpeg DVD cannot be changed. Are you in the Media Encoder?
