Exporting Video – Changing Frame Size

I am having problems changing the frame size of my video I am trying to export. I have placed together a bunch of short video clips, and I would like to resize my clip. I went to the Video tab under the Export Movie Settings, but the Frame Size box is grayed out. Is there some sort of setting I need to turn off inorder to change my video’s frame size?

What export Format or file type? Some like DV or Mpeg DVD cannot be changed. Are you in the Media Encoder?
