SSD drives can be troublesome with rapidly degraded performance. They need to be erased periodically to restore performance.

Windows XP 64 bit is not a supported OS for CS4.

3. Properties or camera of source video
4. Define “Crash” -
CS4 cannot import several types of re purposed video files correctly or play them on the timeline smoothly. My tool box has Premiere Elements 8 which has works much better with these problem clips.

What are your sequence settings? What are the properties of your source video? What are your export settings?

The Snap function does not involve the playback head (CTI) but dragging clips in the timeline where they will snap together without a gap or overlay.
There are a number of commands for navigating the CTI, such as Page Up/Down, Home and End keys. -
Dropping frames on capture will result in video being shorter than audio. I think that CS4 displays RED frames as placeholders in the timeline after capture, but not 2.0.
Your machine may not be up to capturing…background apps such as virus scans, update attempts, etc or full hard drives.
Try recapturing 30 min sections. -
You should see no artifacts anywhere, but it does seem to sound like more artifacts are being produced in the hardware pipe to Premiere’s capture window. You need to do an elimination process to find the culprit. Begin by connecting your camera to a different PC to eliminate or convict the camera. If no artifacts are seen, then try a different cable/card on your PC.

Does what? Are you previewing on the cam’s LCD and seeing artifacts? OR are you seeing artifacts while previewing in the Capture window while just playing the tape??

A partitioned drive does not help capturing video. The system drive is often busy doing things that distract capturing, like checking for updates or Page file shuffling. While a one drive system can capture fine as you have found out, most here could not live with it.
For $99 you can plug in a new 1TB SATA drive.
